Baton Rouge, LA (December 19, 2025) – The Louisiana Department of Treasury is proud to announce the launch of a new online portal dedicated to managing Cooperative Endeavor Agreements (CEAs), which are required legal documents between an entity receiving a legislative appropriation and the Louisiana Department of Treasury.
The new portal represents a significant step forward in modernizing the CEA process and improving how entities interact with the Treasury Department. It streamlines the process and enhances the user experience.
Entities can complete their agreements online and view the status of their line-item appropriations at any time. The new portal permits qualified entities to easily upload required documents and ask questions to Treasury Department staff at any stage of the appropriation process.
This portal allows the Treasury Department to maintain a record of all documents and communications for each entity in one central location for safekeeping. This initiative is designed to enhance efficiency, transparency, and ease of use for entities receiving legislative appropriations.
Key features of the new CEA portal include:
- Online Completion of CEAs, which eliminates the need for manual paperwork.
- Real-Time Status Tracking: Users can view the status of their line-item appropriation at any time, providing greater transparency throughout the process.
- Easy Document Uploads: Required documents can be uploaded directly into the system in a secure and user-friendly manner.
- Direct Communication with Reviewers: The portal allows users to ask questions and communicate with their Treasury reviewer at any stage of the process.
- Centralized Record Keeping: All documents and communications are stored in one secure location, ensuring easy access and safekeeping for future reference.
Louisiana State Treasurer John Fleming, M.D., praised the new online portal as “a significant step forward in improving transparency, accountability, and efficiency in how public funds are managed in Louisiana.” He continued, “By modernizing this process, we are making it easier for agencies, nonprofits, and local governments to work with the Treasury Department. This portal also ensures taxpayers have greater confidence that these agreements are reviewed and tracked in a clear, consistent, and accessible manner.”
While the new CEA portal has been in operation for only 82 days, the improvements have been dramatic. Here are the impressive results, as of December 13, 2025, compared to exactly one year ago:
- The number of CEAs processed increased by 231 or 30%.
- All entities received notification letters, compared to 209 entities that had not received a notification letter last year.
- 101 more entities have started an application.
- The number of completed CEAs increased by 66%.
- The total amount of payments distributed to entities increased by 50%.
