WASHINGTON (May 7, 2024) – Congressman Clay Higgins (R-LA) announced that his bill House of Representatives (HR) 7528, the Comment Integrity and Management Act of 2024, passed the U.S. House of Representatives.
The bill safeguards a citizen’s First Amendment right to participate in the federal rulemaking process while cutting down on mass and computer-generated public comments. The Comment Integrity and Management Act also provides federal agencies with the flexibility and tools necessary to efficiently manage public comments. This includes the authority to identify and process whether mass comments received are either computer-generated or from an individual.
“As technology continues to expand in today’s digital age and the threat of AI looms, it is critical to our mission that we preserve the integrity of constituent interactions,” said Congressman Higgins. “This legislation helps federal agencies to streamline public input so that they can better gauge individual sentiment and ensure that every American is heard. We must ensure that genuine opinion is not drowned out by the noise of automation.”
