Higgins’ Bipartisan Legislation Improving Government Efficiency Passes Committee

Submitted by United States Representative Clay Higgins of the 3rd District in Louisiana.

WASHINGTON (September 19, 2024) – Congressman Clay Higgins’ (R-LA) bipartisan legislation, the Federal Register Modernization Act, passed through the House Oversight and Accountability during a legislative markup yesterday. The bill would eliminate the requirement to print physical copies of the Federal Register and replace the practice with a fully electronic publication.
 
For decades, the Government Publishing Office (GPO) has been required to print physical copies of the Federal Register. This practice forces agencies to produce and store hard copies of new rules and regulations, wasting taxpayer money and government resources.
 
Congressman Higgins’ bill changes this outdated practice, while still allowing physical copies to be maintained for continuity of government during an emergency. This saves taxpayer dollars, reduces agency burdens, and ensures the American people can access government information.
 
“This straightforward, bipartisan legislation brings our government’s record-keeping into the 21st century and saves taxpayer dollars by aligning with the technological realities of today’s world,” said Congressman Higgins.
