Introducing Legislation

Congressional Review Act (CRA) to Overturn Biden EPA Rule: This resolution was introduced in response to the EPA’s new rule, which threatens Louisiana jobs and the production of chemicals needed in countless everyday products. Read more here.   Congressional Review Act (CRA) to Overturn Biden’s Rule on Labor Unions: This resolution is in response to the Biden administration’s regulation of federal construction contracts to require the use of unionized labor for large-scale projects. The Biden rule would increase costs and slow down projects through the U.S. Army Corps of Engineers and other federal agencies. Read more here.

Higgins Legislation Passes the House

We recently passed three pieces of legislation through the U.S. House of Representatives, all with wide bipartisan margins. During the debate on H.R. 4639, the Fourth Amendment is Not for Sale Act, my office secured amendment language to address law enforcement concerns while maintaining Americans’ right to privacy. We also passed H.Res. 1210, which condemns the Biden administration’s actions at the southern border and supports state and local law enforcement for their work responding to the border crisis. Additionally, the House passed H.R. 7528, my bill to ensure the integrity of public comments during the federal rulemaking process. Each of these legislative measures is focused on improving government and protecting our Constitutionalist principles.

Standing Against the Corrupt New York Trial

The New York v. Trump Trial was 100% rigged. Democrat-controlled states are weaponizing our judicial system. It’s a clear attempt to interfere with the 2024 election and keep President Trump off the ballot. This perversion of justice will not stand. Congress should act ahead of November, and my office has introduced legislation to protect the integrity of the presidential ballot. Read more here.

Securing Wins for the Crawfish Industry

The crawfish industry, which was hit hard in last year’s drought, is a vital part of Louisiana’s economy and culture. We recently announced that the U.S. Department of Agriculture (USDA) granted our request to include excessive heat as an eligible cause for the Emergency Assistance for Livestock, Honey Bees, and Farm-raised Fish Program (ELAP). This means that crawfish farmers will be able to access assistance programs through USDA. Read more on the decision and how to apply for the loan here. Additionally, we worked with the U.S. Small Business Administration (SBA) to make disaster loans available to non-farm businesses in the crawfish industry. Read more on the decision and how to apply for the loan here.

Prioritizing Waterway Projects in South Louisiana

Last month, we announced robust funding for South Louisiana waterway projects in the U.S. Army Corps of Engineers FY24 Civil Work Plan. Maintaining our ports and waterways is an investment in America’s economy, and a tremendous amount of work goes into our efforts to prioritize funding annually. Included in the Work Plan is critical support for dredging, ship channel maintenance, flood control structures, and coastal restoration. Read more about the projects here.

Recognized for Strong Conservative Record

I was recently honored with the CPAC Conservative Excellence Award, which is based on my voting record during the first session of the 118th Congress. We ranked as the most conservative member of the Louisiana delegation on key votes. It is a privilege to serve South Louisiana, and I will continue to stand for Constitutionalist and conservative values. Read more about the 2023 ‘Ratings of Congress’ report here.

Meeting With Louisiana Citizens

Since 2017, my office has always prioritized meeting with people from our district to better understand the legislative issues facing our communities and their specific industries. We will continue to fight for the people of South Louisiana.

Hurricane Preparedness for South Louisiana

Click here for basic preparedness tips, local contacts, and additional resources to help ensure that your family is ready this season. My office remains committed to providing recovery and mitigation resources for South Louisiana.
