DECLARATION OF EMERGENCY FOR LAFAYETTE PARISH, LOUISIANA AND EMERGENCY ORDER AUTHORIZING USE OF RESOURCES AND OTHER ACTIONS IN LAFAYETTE PARISH, LOUISIANA
